Ellen H. Grover
Professional Experience
Before entering private practice, Ellen clerked for the Honorable Robert Wollheim of the Oregon Court of Appeals. Ellen practiced land use and natural resource law at Stoel Rives LLP in Portland for several years before joining Karnopp Petersen.
Ellen's practice focuses on development projects with an emphasis on land use and natural resource law and permitting. Her practice also includes renewable energy and real estate matters and significant expertise in administrative law and appellate law and practice. She assists clients in planning for and obtaining the necessary approvals for development projects, with a special emphasis on commercial and facility sitting. Ellen is also very active in representing the Confederated Tribes of the Warm Springs Reservation in various matters including energy, natural resource and business matters.
After college, Ellen received a National Sea Grant Marine Policy Fellowship to work for the National Oceanic and Atmospheric Administration in Washington DC. Enjoying the area of natural resource policy and science, she made her way to Oregon to attend law school receiving her degree and Natural Resource Law Certificate in 1998.

Ellen is a member the Oregon State Bar Environmental and Natural Resources section and the Real Estate and Land Use section. Ellen is also a member of the Deschutes County Bar Association and the World Affairs Council of Oregon
